Special Agent in Charge Rich Austria

Rich Austria has been in law enforcement for 33 years. He spent the first 9 years of his career with the Honolulu Police Department in Hawaii from 1982-1991. He has committed the last 24 years to the Portland Police Bureau. He was promoted to Sergeant in 1998. From 2000 to 2006, he worked as a Homicide Detective. He was briefly transferred as Sergeant in charge of the Sexual Assault Detail.  After one year in the Sexual Assault Detail, Rich was given the opportunity to transfer back to Homicide where he served until his retirement from PPB in October 2016. He then began a new career with the Oregon Department of Justice as a Special Agent in Charge (SAC). 

SAC Austria has been a member of OHIA since its inception in 2009. He has been a member of the OHIA Advisory Board and has served on the Executive Board of Directors as the Vice President. SAC Austria was elected OHIA's President in 2014.

Vice President:
Lieutenant Justin Ivens

Lieutenant Justin Ivens has been with the Medford Police Department since 1995.  He has a Bachelor of Science Degree in Criminal Justice from Western Oregon State University. 

Lieutenant Ivens’ prior assignments have included being a Community Service Officer, Patrol, Gang and Street Drugs Officer, and Investigations.  After 13 years as a Detective in Criminal Investigations, Ivens was promoted to Sergeant in 2016. In 2017, Ivens accepted a promotion to Lieutenant.


He was one of the founding members since the association began in 2009.  Lieutenant Ivens was an Advisory Board Member for OHIA until being elected Vice President in 2014.

Forensic Scientist Chrystal Bell

Chrystal Bell is  the Quality Assurance Manager for the Oregon State Police Forensic Services Division. She has been with OSP since 2001 and spent 12 years working as a forensic biologist and crime scene examiner. She has been involved in hundreds of death investigations across the states of Oregon. She also served as a Technical Leader for crime scene investigations and worked on the human DNA identification project for victims killed in the World Trade Center on 9/11/2001. Chrystal holds professional memberships with the International Association of Bloodstain Pattern Analysts, the Northwest Association of Forensic Scientists, and the International Association for Identification. 

Chrystal has been a member of OHIA since 2013 and served on the Advisory Board prior to becoming the OHIA Secretary in 2015.

Detective Mary Nunn

Detective Mary Nunn has been with the Clackamas County Sheriff’s Office for over 20 years and is currently assigned as a detective to the Homicide and Violent Crimes Unit.  Detective Nunn began her full time law enforcement career with the Canby Police Department as a patrol officer.  

Detective Nunn is a Peer Support Team Member and has served as a Cadet Advisor, Field Training Officer, and Hostage Negotiator for SWAT. She also previously worked in the Marine Unit. Detective Nunn has been assigned to the Investigations Division for the past nine years.

She attended her first OHIA conference in 2010 and served as an advisory board member from 2015 until her appointment to the position of Treasurer in 2017.
