President:
Special Agent Rich Austria

Rich Austria has been in law enforcement for 33 years. He spent the first 9 years of his career with the Honolulu Police Department in Hawaii from 1982-1991. He has committed the last 24 years to the Portland Police Bureau. He was promoted to Sergeant in 1998. From 2000 to 2006, he worked as a Homicide Detective. He was briefly transferred as Sergeant in charge of the Sexual Assault Detail.  After one year in the Sexual Assault Detail, Rich was given the opportunity to transfer back to Homicide where he served until his retirement from PPB in October 2016. He then began a new career with the Oregon Department of Justice as a Special Agent in Charge. 


Special Agent Austria has been a member of OHIA since its inception in 2009. He has been a member of the OHIA Advisory Board and has served on the Executive Board of Directors as the Vice President. Special Agent Austria was elected OHIA's President in 2014.

Vice President:
Lieutenant Justin Ivens

Lieutenant Justin Ivens has been with the Medford Police Department since 1995.  He has a Bachelor of Science Degree in Criminal Justice from Western Oregon State University. 


Lieutenant Ivens’ prior assignments have included being a Community Service Officer, Patrol, Gang and Street Drugs Officer, and Investigations.  After 13 years as a Detective in Criminal Investigations, Ivens was promoted to Sergeant in 2016. In 2017, Ivens accepted a promotion to Lieutenant.

  

He was one of the founding members since the association began in 2009.  Lieutenant Ivens was an Advisory Board Member for OHIA until being elected Vice President in 2014.

Secretary: 
Forensic Scientist Chrystal Bell

Chrystal Bell is a Forensic Scientist with the Oregon State Police Portland Metropolitan Forensic Laboratory. She earned a Bachelor of Arts degree in Biology from Knox College.

Chrystal began her career in Forensics with the Oregon State Police in 2001. She is assigned to the Biology and Crime Scene Units. Her cases include sex crimes, physical assaults, homicides, robberies, burglaries, and other felonies.  She is also the Technical Leader of the Crime Scene section for the Forensic Services Division. Chrystal enjoys working with law enforcement partners in many different agencies. She is deeply committed to her work as a scientist and has a passion for analysis.

Chrystal has been a member of OHIA since 2013 and has served on the Advisory Board prior to becoming the OHIA Secretary in 2015.

Treasurer:
Crime Analyst Jill Hatten

Jill Hatten has been a crime analyst with the Medford Police Department since February 2014.  Jill began her thirteen year career as a crime analyst at the Jackson County Sheriff’s Office in 2002 where she was assigned to the interagency drug taskforce, JACNET.  In 2007 Jill transferred to the Criminal Investigations Division of the Sheriff’s office.  In 2011 Jill decided to explore other options at the sheriff’s office, and became the evidence specialist.  In 2014 there was an opening at the Medford Police Department in their Tactical Information Unit.  Jill jumped at the opportunity to return to her true calling, crime analysis, and to work for such an amazing agency. 

Jill has been a member of OHIA since its inception in 2009. She was elected as Treasurer in 2014.
